Steel City Challenge Tournament Rules

SEMI-KNOCKDOWN
1. WHAT SEMI-KNOCKDOWN FIGHTING IS
All fighters use full power on all legal techniques.
It is mandatory that all fighters must wear shin guards with insteps, knuckle punch,
headgear, and mouthpiece and groin cup.
2. JUDGES
A Team of judges consists of one chief judge and four side judges in addition to a
timekeeper who is also responsible for keeping score of the matches unless an official
scorekeeper is present. The chief judge’s decision is final, in all matters, including but
not limited to the awarding of point, minus points, disqualifications subject to the
committee.
The chief judge may call a conference of all the judges and the timekeeper.
3. COMMITTEE
A committee of five observers will sit at the head table and watch all of the matches.
The committee is only to intervene in matters where the judges are unable to agree
upon a decision, or where they feel it is necessary to reverse a decision of the judges.
The committee has the right to expel any judges for failure to act in spirit of the
tournament.
The chief judge may consult the committee at any time.
4. COACHES
Each fighter may have one coach, who may bring grievances to the committee
chairman.
Only the one coach of each competitor may sit beside the fighting area. They will not be
allowed to give the fighter water or any other refreshment. The coach will not be
allowed into the actual fighting area at any time.
5. MATCH TIME
The First round is two minutes.
The first extension round is two minutes.
The second extension round is one minute.
6. WINNING A MATCH
Ippon or one point.
Ippon by two half points
If three or more judges call one of the competitors the winner, he automatically wins,
If one competitor is disqualified, the other automatically wins.
If one competitor forfeits the match, the other is automatically the winner.
If at the end of the third round there is no winner by the judges decision or points
awarded, the lighter competitor will be the winner.
7. HOW POINTS ARE AWARDED
One point (Ippon) is awarded when a competitor knocks down his opponent by any legal
technique for three or more seconds. The chief judge should count the second out loud
so that it is clear to all the judges.
Half point (Wazaari) is awarded when a competitor knocks down his opponent by any
legal technique for less the three seconds.
Two half points will result in one point.

8. KOUKA
Kouka is awarded when a competitor gives opponent a clean shot with momentary light
damage by any legal technique.
Kouka is counted by each judge himself and considered when judges make a decision of
the winner.
Kouka is awarded when a competitor sweeps, throws or dropkicks his opponent and
follows up immediately with a controlled fore fist strike or knife hand to the downed
opponent.
9. GRABBING
Attack and sweeping technique with momentary grabbing are legal. Under 18 years of
age, grabbing and momentary hooks are illegal.
When a competitor throws down the opponent and follows up immediately with a
controlled strike, the competitor will not be awarded with half point but kouka.
10.FIST PUNCHES AND PALM HEELS
Pushing with the palm heel is legal.
Fake technique with fists to the face without contact is legal
11.ILLEGAL TECHNIQUES
All intentional kicks to the joint, such as gedan yoko geri, kakato geri and gedan
mawashi geri, are illegal.
Punches, elbows, head-butt to the face or throat and strikes to the groin are illegal.
Sweeping technique followed up by falling on the opponent for the purpose of doing
damage and striking to the back are illegal.
Running out of the fighting area for the purpose of avoiding an opponent is illegal and
will result in a minus point.
Under 18 years of age, all kicks to the face are illegal.
12.WARNINGS
Chief judge may issue unofficial warnings to fighters while a fight is in progress.
An official warning is either a decision of three or more judges or the chief judge alone.
Official warnings are to be denoted by the timekeeper on the official scoreboard.
13.DISQUALIFICATION
If a violation is accidental:
o 2 warnings will result in a minus half point (-1/2)
o 4 warnings will result in a disqualification (-1)
if the violation is clearly intentional:
o Chief judge may award a minus half point. (-1/2)
o If a second intentional violation seriously injures one of the competitors, the chief
judge may award the violation a minus point. (-1)
If a competitor acts in an unsportsmanlike manner the chief judge may immediately
disqualify him.
Final determination concerning disqualification rests with the chief judge.

Each competitor must break a minimum of three boards by one of the following methods:

Shuto – Knife hand
o
Tetsui – Hammer fist
o
Seiken – Fore fist
